At least twice as much Norwegian forest must be protected if the Norwegian parliament's target is to be achieved. The proportion of protected forest in lowland Southern Norway and on productive land is particularly low. There is also a need to increase the protection of a number of types of forest that are important for biodiversity. According to the Rainforest Foundation Norway, rainforests are the most species-rich ecosystems on dry land. They cover around 6% of the earth's surface, but more than half of the world's species are represented here.
Using timber from only documented sustainable forestry can help to preserve valuable environmental factors in Norwegian forests.
Avoiding the use of virgin, tropical timber in public procurements helps to ensure that Norway is not supporting the deforestation of tropical rainforests when it uses timber.
Only timber from documented sustainable forestry, certified pursuant to the PEFC or FSC standards may be used.
Tropical timber must not be used. This also applies to environmentally-certified tropical timber.
Documentation of the use of certified, sustainable timber and the absence of tropical timber must be submitted by the contractor:
- Preliminary project: must be confirmed as part of the preliminary project report.
- Detailed design project: the requirement must be included in the relevant descriptions.
Contractors must document upon handover of the building/completion, that tropical, rainforest and/or protected forest timber has not been used in the building and on the construction site.

Even if it is not evident from the product documentation, there is still a risk that products might contain tropical timber.
Tropical timber is timber that comes from wood that grows in tropical rainforests or tropical/subtropical moist forests and is harvested there. Typical examples of important types relevant to the production of construction products include:

Documented reuse of tropical timber can be accepted when it is described and certified, where the timber descend from.
