Main Objective: 

This criterion rewards vehicles with low energy consumption and thus lower fuel consumption. At the same time, it incentivises further innovation towards more energy efficient vehicles.

The main purpose of the environmental criterion is to reward vehicles with low energy consumption.

 

Requirement Specification: 

Tendered cars will be awarded points on a scale of 0-10 where 10 points is the best and is awarded to the tender with the lowest energy consumption.

The assessment must be based on the following elements:

  • Energy consumption (electric vehicles)

  • Fuel's energy content (hydrogen, diesel, petrol and biogas vehicles)

 

Documentation of the Requirement Specification: 

Energy consumption will be assessed based on the information in the Norwegian Public Roads Administration's "New Vehicle Chooser".

The buyer can also check the "Environmental and energy labelling for new cars" label per car model. All dealers are required to have a label that describes the car's environmental and energy properties.

Information about the Requirement Specification: 

This award criterion should be used in combination with the requirements for CO2 or NOx emissions. This will ensure that the tenders meet a minimum standard.

The award criterion for energy consumption functions as a method of rewarding tenders with lower emissions. The tendered cars will be weighted in relation to the tendered volume.

Calculation method:

Energy consumption (kWh/100 km):

  • Electric cars = energy consumption

  • Hydrogen cars = hydrogen consumption *fuel's energy content

  • Rechargeable hybrid cars = fuel consumption *fuel's energy content + energy consumption (electric)

  • Fossil fuelled cars = fuel consumption *fuel's energy content

Fuel's energy content:

  • Hydrogen: 3.5 kwh/m3 or 39.7 kWh/kg.

  • Diesel: 10.8 kWh/l or 12.5 kWh/kg.

  • Petrol: 8.8 kWh/l or 12 kWh/kg.

  • Natural gas: 10.3 kWh/m3 or 13.0 kWh/kg.

Example:

  • Requirement: 7 zero-emissions vehicles + 3 four-wheel drive cars

  • Tender A: 7 electric cars + 1 petrol car + 2 diesel cars

  • Tender B: 7 electric cars + 3 diesel cars

Energy consumption

  • Tender A: 7 x 1.7 + 1 x 5.54 + 2 x 5.94 = 29.32

  • Tender B: 7 x 1.7 + 3 x 5.94 = 28.67

Result:

  • Tender B scores 10 points.
