Experience shows that there is a risk that environmental requirements and ambitions that are established early in a project might be given less weight as the project develops into concrete solutions and the total cost picture falls into place. Time pressure is another a key reason why following up environmental requirements may be neglected during a project.

Argument:

The requirement for the project to have an environmental coordinator helps to ensure the project's environmental goals are addressed. Environmental coordinators coordinate the environmental work and bear overall responsibility for coordinating and following up the environmental requirements on the construction site. Using an environmental coordinator with the desired expertise increases your chances of achieving your goals and success. Environmental coordinators also compensate for any expertise the client lacks.

Requirement Specification: 

When the contract is signed, the contractor must name a resource for the project (named person with address and telephone number) who will have responsibility for, and authority to follow up, the project's environmental goals and requirements. This person is assigned the role of environmental coordinator and must have a minimum of 3 years' relevant experience in the last 5 years and/or a minimum 3 years' relevant education (bachelor's equivalence) in those issues that will make the most important contribution to achieving the project goals. examples on environmental goals:

Documentation of the Requirement Specification: 

The requirements and selected issues must be tied to the project's environmental goals/ambitions and the other criteria that have been chosen.

Must be documented by the specified deadline with a CV and description that explains the environmental coordinator's duties and role in the project. The environmental coordinator must have sufficient competence to ensure coordination of the work on following up the project's environmental goals and requirements.

Information about the Requirement Specification: 

This contract requirement can be used if you are unsure if the market can supply the expertise you want. In these circumstances the contractor can put the competence in place after choosing the tenderer.

If the market is immature in one area/issue, it may be appropriate to allow the contractor to bring in this expertise after the tender competition. If there is adequate competence in the market, this can be done as part of the awarding or qualifying process.

The coordinator's expertise must correspond with the environmental ambitions in the project.

The size and complexity of the project determines whether this role will be performed by one person or whether it can be added to one of the other roles in the project. The person who performs the role and bears the responsibility in the project can also have other duties, for example, HSE, quality manager, DTL or site manager. It must be documented that the person has the relevant experience.
