Main Objective: 

Experience shows that there is a risk that environmental requirements and ambitions that are established early on in the project are given less emphasis when the project is developed into specific solutions and the total cost situation is in effect. Time pressure is also a key factor in the follow-up of environmental requirements falling by the wayside throughout the project.

The requirement for an environmental coordinator in the project helps ensure that the environmental goals for the project are attained. The environmental coordinator will coordinate the environmental work and has the overall responsibility for the coordination and follow-up of environmental requirements at the construction site. The probability of goal attainment and success is increased when using an environmental coordinator holding the requested expertise. The environmental coordinator also compensates for any inadequate expertise on the part of the developer.

Requirement Specification: 

After entering into the contract, the contractor shall name a resource who will be responsible for and authorised to follow up on the environmental goals and requirements for the project. This person shall fulfil the environmental coordinator role.

Documentation of the Requirement Specification: 

The contractor shall provide the name, e-mail address and telephone number of the environmental coordinator.

Information about the Requirement Specification: 

This contractual condition can be used if you are unsure whether the market already has the requested expertise but may be able to obtain the expertise after the tenderer has been selected.

If the market is immature in an area/subject, it may be appropriate to allow the contractor to obtain such expertise after the tender competition. If there is adequate expertise available in the market, this can be done in connection with award or qualification.

There must be a correlation between the environmental ambitions of the project and the coordinator’s expertise.

The size and complexity of the project will determine whether there should be a dedicated person fulfilling this role or whether it can be assigned to one of the other roles within the project. The person who fulfils the role and responsibility in the project may also have other duties, such as health, HSE, PGL or site management. In such a case, it is important to document that the person has relevant experience based on what the market can be expected to deliver. You can also consider whether this would be suitable as an award criterion.

This personal shall fulfil the environmental coordinator role and shall have a minimum of three years of relevant experience in the last five years and/or a minimum of <3 years of relevant education (equivalent to Bachelor’s degree)> for the most important subjects when it comes to contributing towards attainment of project goals.

Documentation of the Requirement Specification: 

Relevant experience must be linked to the environmental goals/ambitions for the project.

This must be documented through a CV and specification showing the environmental coordinator’s duties and role in the project by the specified deadline. The environmental coordinator must have adequate expertise to manage the coordination of the work to follow up on the environmental goals and requirements for the project.
