If as a contracting client you have particular ambitions in relation to one or more environmental issues, you may need to bring into the project the right expertise to realise your objectives. Experience shows that there is a risk that less weight may be given to environmental ambitions as a project develops into concrete solutions and the total cost picture falls into place. Time pressure is another a key reason why following up environmental ambitions may be neglected during a project.

Argument

Using the quality of the proposed expertise as an award criterion allows you to let the market compete on offering you key personnel with good expertise in selected important areas.

An environmental coordinator helps to ensure the project's environmental goals are addressed. Environmental coordinators coordinate the environmental work and bear overall responsibility for coordinating and following up the environmental ambitions in the design project. Using an environmental coordinator with the desired expertise increases your chances of achieving your goals and success. Environmental coordinators also compensate for any expertise the client lacks.

Requirement Specification: 

The quality of the offered service in the form of the proposed environmental coordinator's suitability for the project will be given weight. Minimum 3 years' relevant experience in the last 5 years, and minimum < 3 years' relevant (bachelor's equivalence)> or <5 years' relevant education (master's equivalence)>. Education and reference projects that demonstrate the coordinator's experience within different topics  will be assessed.

Relevant education means completed education in the specified issue.

Relevant experience and courses can compensate for education to some extent. The environmental coordinator will score higher if they have expertise/experience in the project's environmental goals rather than in other environmental goals.

Relevant experience

Relevant experience can be, for example, projects that have been ambitious within the environmental issues that are most important for this project. You must submit a brief description of how environmental considerations were addressed in three relevant reference projects the proposed personnel have executed in the last 5 years. Experience must be described in a way that demonstrates a practical understanding of the factors that affect the relevant issue and why it is relevant for this project.

Interview

To evaluate the suitability of the environmental coordinator, the tender is asked to make the coordinator available for interview. Interviews of key personnel will be used to assess how relevant their suitability based on how relevant their qualifications and experience are with respect to achieving the project's goals and how good they are at assessing various risks in the project. This should especially be assessed in projects with high environmental ambitions.

Information about the Requirement Specification: 

The award criteria and selected issues must be tied to the project's environmental goals/ambitions and the other criteria chosen to be part of the procurement. If, for example, the requirements specification includes a requirement that it should be a passive building, it may be a good idea to make expertise in this an award criterion if you want to allow tenderers to compete on expertise. If LCC analysis will be conducted, competition on LCC competence may be relevant.   

Specify if contractors can offer more than one resource as an environmental coordinator, and how they will be assessed in relation to each other. This must be assessed in light of the breadth of the issue that must be covered. It is unlikely that one person could cover all of the issues listed as suggestions here. Consider whether other roles than the coordinator can achieve score if the offered resource has competence/experience within the project`s environmental goals.

Difi recommends that, as the client, you use interviews to document the coordinator`s suitability for the project, see the point of documentation and evaluation.

If it is relevant and proportional to request environmental expertise, it is recommended to use it as a qualification requirement. I.e. a requirement that the company should have or have available expertise in environmental issues. This qualification requirement can be used in combination with an award criterion where the contractors compete on the offered key person. You are advised to specify what you are looking for.

Evaluation of proposed environmental coordinator's suitability:

Education: Specify a scale of 0-10 for <education level> for example 3 years' relevant education (bachelor's equivalence)> or <5 years' relevant education (master's equivalence)> in the environmental issues chosen above.

No. of years' experience: Specify a scale of 0-10, maximum years score full marks. In order to score marks here they must have a minimum of 3/5 years' relevant experience in the environmental issues chosen above. You must therefore be aware of the consequences of choosing the different issues and scope and choose what you believe is most important. New and highly relevant experience within individual areas is more rewarded. Relevant experience is maximum compensating for 3 years of education.

No. of relevant projects in last 5 years:

Interview: A short record must be kept of the interview, which assesses how relevant their qualifications and experience are with respect to achieving the project's goals and how good their competence is with respect to assessing various relevant risks in the project. You should ask for more detailed description of the relevant projects if you are not using interview. In interview, the proposed coordinator must explain how the reference projects are relevant, both for the environment and complexity of the project and project organization.

 

Reference projects:

For reference projects, state relevant projects as an environmental coordinator/environmental adviser in the last 5 years. Assess whether other references within environment can be considered relevant if they do not have experience as an environmental coordinator/RIM.

Evaluation of reference project: The best, based on three reference projects, score 10 points on a scale from 0-10.

A short record must be kept of the interview, which assesses how relevant their qualifications and experience are with respect to achieving the project's goals and how good their competence is with respect to assessing various relevant risks in the project.
