The aim of the requirement is to achieve resource-efficient operation of the waste collection service, with a focus on reducing air pollution and greenhouse gas emissions.
The supplier shall have an updated fleet management system that is used to optimise the operation of the routes.
Documentation of the Requirement Specification:
Names of the tools offered and plans/routines for use of the fleet management system shall be enclosed [max.1/2 A4-page].
Resource-efficient driving results in lower fuel consumption, which reduces the greenhouse gas emissions from waste collection. A fleet management system enables the contracting authority to request information from the supplier on matters affecting the overall environmental performance, such as idling, driving style, fuel consumption and maintenance of the vehicles used in the contract.
Combining the requirement with the Contract Terms Climate and Environmental Reporting will make it possible to monitor the development of resource efficiency over time and work to improve it.
In the report, Mandatory Continuing Training for Professional Drivers (Elvebakk et. al, 2016:69) (see the link under "sources"), the Institute of Transport Economics (TØI) makes reference to how a transport enterprise uses the fleet management system to follow up its drivers. It is clearly evident that the fleet management system shall not be used against the driver and that it should not be a sanctioning tool. The system is only used to identify potential improvements and follow up drivers. The only requirement is that the drivers shall log in and use the system. The company will hold a course where they check the drivers' performance continuously for a month before the course, which will be compared with a check of their performance one month continuously after the course. The transport enterprise’s experience is that they have in general got the drivers to improve their driving style, as a result of raising their awareness, even though not everyone is equally keen to improve their driving style.
