Motive

Construction materials production accounts for a large proportion of the building and construction sector's climate footprint. Reduced energy consumption in buildings means that emissions from materials are becoming more important in climate footprints in comparison with energy consumption. In addition to this, energy efficient solutions for buildings can entail the use of more materials and thus also increase the greenhouse gas emissions from materials in absolute terms. 

Argument

Comparing different concepts and solutions with respect to the materials chosen in a building can provide information that helps you make choices that reduce the building's climate footprint. Comparisons are made using greenhouse gas accounts (LCA) that assess potential environmental impacts, e.g. greenhouse gas emissions over a product's or building's life cycle, from extraction of the raw materials to production and disposal. 

Requirement Specification: 

A Greenhouse gas account must be established during the execution of a project, in accordance with NS3720 -Method for greenhouse gas calculations for buildings. The scope of the greenhouse gas accounts shall be equivalent to "base, without location" in NS 3720, but it does not need to include energy use in operation (module B6). 

The Greenhouse gas accounts must be established in the outline project. The Greenhouse gas account must be updated and a report must be submitted at fixed milestones, minimum at the end of the detail project and "as built". 

The Greenhouse gas account would be used in the project and used as part of the decision basis for the selection of solutions and materials in the project. 

 

Information about the Requirement Specification: 

f a greenhouse gas account has already been established, this should be added to the procurement documents. 

The greenhouse gas accounts must be prepared as part of the project, not as a solution proposal in the offer. It should be stated that the documentation requirement does not apply to the offer but to the project phase. 

The report should be used in the criterion for " Greenhouse Gas Emissions for Selected Building Elements ".

Requirement Specification: 

I prosjektgjennomføringen skal det etableres et klimagassregnskap i henhold til NS 3720 – Metode for klimagassberegninger i bygninger. Klimagassregnskapets omfang skal være tilsvarende «basis, uten lokalisering» i NS 3720, men behøver ikke omfatte energibruk i drift (modul B6).

Klimagassregnskapet skal settes opp i skisseprosjektet. Klimagassregnskapet skal oppdateres og det skal leveres rapport ved fastsatte milepæler, minimum ved endt forprosjekt og detaljprosjekt. Klimagassregnskapet skal brukes i prosjektstyringen, og brukes som en del av beslutningsunderlaget for valg av løsninger og materialer i prosjektet.

Klimagassutslipp skal samlet reduseres med minst 40 % sammenlignet med et referansebygg.

Referansebygget defineres slik:

Referansebygget skal være funksjonelt ekvivalent til det prosjekterte bygget, i henhold til parameterne angitt som minstekrav i NS 3720.

Referansebygget skal oppføres med standard materialer (med standard levetid) som antas å bli benyttet hvis det ikke stilles noen miljøkrav til materialer (bransjereferanse/bransjesnitt). Referansebygget skal ha en standard utforming (skoeske) og utelukke estetiske krav. I tillegg skal referansebygget tilfredsstille krav til teknisk kvalitet gitt i gjeldende byggteknisk forskrift (blant annet energibehov, energiforsyning, dagslys, utnyttelse av tomt, osv.).
