Main Objective: 

Life cycle costs are primarily used in evaluations of tenders to explain the actual costs a procurement will generate over the lifetime of a vehicle. The criterion is environmentally relevant since lower life cycle costs may indicate better resource utilisation, for example in the form of lower fuel consumption.

The main purpose of the environmental criterion is to reward vehicles with the lowest life cycle costs.

Requirement Specification: 

Tendered vehicles will be awarded points on a scale of 0-10 where 10 points is awarded to the best cost/quality ratio. The assessment must be based on the following elements (specified in an annex):

  • Procurement cost
  • Operation and maintenance costs
  • Other costs

Life cycle costs can be helpful in needs analysis when it comes to improving purchase planning and assessing what an environmentally-friendly alternative will cost in relation to a fossil fuelled vehicle.

Calculations and thus evaluations must be based on the annex "Supporting documents for life cycle cost calculations". Buyers can add new evaluation factors as needed.
