The purpose is to contribute to increased recycling in two ways.
- It is a problem that certain combinations of polymers, coatings and metal inlays can cause recycling issues and this requirement seeks to prevent this.
- By coding various plastic parts according to which type of plastic they are made of, one enables increased recycling.
- Parts shall not include a metal insert or fastener that is molded-in or glued-in, unless these may be removed using commonly available tools.
- External plastic covers, casings and fitting that weigh more than 25 grams for notebooks and 100 grams for desktops and monitors shall be labelled in accordance with ISO 11469 and ISO 1043.

Suppliers shall confirm that the requirement is met and submit the following:
A self-declaration, such as ECMA ecodeclaration where requirements regarding Design and Disassembly (P7.1-P7.6) are fulfilled.
Valid certificate of a Type I environmental labelling for the IT-equipment that shows that the requirements are met (TCO Certified generation 8 covers the requirement number 2).

IT-equipment used in Norway is sold and reused also outside of Norway, in markets where the fulfilment of the requirements can lead to an increase in the amount of materials that will be recycled when the IT-devices eventually are discarded.
The requirement is taken from the IEEE Standard for Environmental and Social Responsibility Assessment of Computers and Display 1680.1™, which is a well-known standard for IT-equipment. The Institute of Electrical and Electronics Engineers Standards Association (IEEE) develops standards for a broad range of technologies. The EU has launched a strategy for plastic in a circular economy that promotes a number of measures to reduce the negative environmental consequences of plastic consumption and plastic wasted to the environment. In the measures there is focus on reducing the unnecessary use of plastic and increasing the recycling of plastic. The requirement contributes to ensuring that the plastic we consume is designed, produced and used in a manner that makes it possible to recycle at end of life.
