If as a client you have particular ambitions in relation to one or more environmental issues, you may need to bring in good expertise to realise your objectives.

Argument

Using the proposed personnel's environmental expertise as an award criterion allows you to let the market compete on offering you key personnel with good expertise in selected important areas in order to help achieve your project goals.

 

Requirement Specification: 

The quality of the tendered services is emphasised here. The quality of the tendered services must be assessed on the basis of the suitability of the proposed design team lead and architect with respect to helping to realise the environmental ambitions in this project. Minimum 3 years' relevant experience in the last 5 years, and minimum 3 years' relevant (bachelor's equivalence in those issues that will make the most important contribution to achieving the project goals. You should be certain that the market can deliver the expertise you request, otherwise you should consider it as a requirement specification.  

Examples of environmental topics:

  • Life cycle costs

  • Environmental coordinator

  • Environmental programme and environmental monitoring plan

  • Energy: Passive house design, renewable energy

  • Greenhouse gas accounting

  • Choice of materials/resource use

    Education, experience and reference projects are treated as separate secondary criteria.

    Relevant education means completed education in the specified issue and length. Good, long and highly relevant experience in individual areas may in some cases compensate for formal qualifications. Courses may also count here.

    3 years' relevant experience of work within the required competence is a minimum during the last 5 years. Experience must be described in a way that demonstrates a practical understanding of the factors that affect the relevant issue and why it is relevant for this project.     Interviews of proposed key personnel can be used to assess how relevant their qualifications and experience are with respect to achieving the project's goals and how good they are at assessing various risks in the project.

If, for example, the requirements specification states that the building should achieve passive building plus, you should stipulate a requirement concerning expertise in this issue. 

    Difi recommends that, as a client, you should conduct an interview to document the offered environmental expertise. If you do this, it must be clearly stated in the tender documentation.

    You must decide which roles that are appropriate to evaluate for this award criteria.
