Main Objective: 

Construction materials contain a number of chemicals that affect health and the environment. A construction consists of many different products and involves many decision-makers, it is therefore challenging to set out requirements concerning materials in the project and to follow up on requirements.

To ensure that requirements are managed, it is important that project planners have systems in place to manage the environmental requirements for products in project planning. This applies to both products and materials (solid products) for the construction site and chemical products used in the construction process.

Requirement Specification: 

After entering into the contract, the contractor must describe and document that it has a system in place for the registration, management and control of material selection, goods and chemical products. The system must document that all environmental requirements are managed and include procedures for follow-up in the project.

Documentation of the Requirement Specification: 

Documentation of the system and management of choices, as well as procedures for the follow-up must include:

  1. A description of the system itself:
    1. How systems register and identify requirements for <select relevant subject>
      1. chemicals
      2. greenhouse gas emissions
      3. use of environmental product declarations, EPD, or equivalent.
    2. How does the system manage these requirements throughout the project?
  2. Documented procedures for follow-up in the project:
    1. Responsible personnel
    2. Procedures for following up on all relevant material selections in the project, such as requirements concerning <select relevant subject>
      1. chemicals
      2. greenhouse gas emissions
      3. use of environmental product declarations, EPD, or equivalent.
    3. Non-conformity system: The system must include procedures to notify the developer as soon as possible in the event of planned use of products at the construction site containing substances listed on the priority list.
  3. Relevant personnel must have completed the necessary training in systematism and procedures

Information about the Requirement Specification: 

The Norwegian Government Agency for Financial Management recommends entering into dialogue with the market concerning this contractual condition. This is a new market and new service providers are coming onto the scene. This could include contractors within building information modelling (BIM) that consider it an advantage to link product material data to the properties of the elements in their models.
