Motive

Construction products contain some chemicals that have effects on the environment and health. A building consists of many different products and many decision-makers are involved, which is why it is a challenge to stipulate requirements for materials in structures and follow up the requirements.

Argument

It is important that the contractor has a system for addressing the environmental requirements of products so it can document that the building does not contain substances with hazardous properties. This applies to both solid products for the building and chemical products used during the construction process.

Requirement Specification: 

When a contractor signs a contract it must describe and document that it has a system for registering and managing material choices, products and chemical products that ensures all environmental requirements are addressed and that it has routines for how this should be followed up in the project.

Documentation of the Requirement Specification: 

Documentation of the system and management of options and routines for follow-up must include:

  1. A description of the system itself:
    1. How are requirements for the system added to the system as, for example <choose relevant issue>
      1. Chemicals
      2. Emissions to indoor air quality (VOC)
      3. Tropical timber and unsustainable timber
      4. Greenhouse gas emissions
      5. Use of environmental declarations, EPD, or equivalent.
    2. How are these requirements handled in the project?
  2. Documented routines for follow-up in the project:
    1. Responsible personnel
    2. Routines for clarifying and following up all relevant material choices in the project, such as < choose relevant issue>
      1. Chemicals
      2. Emissions to indoor air quality (VOC)
      3. Tropical timber and unsustainable timber
      4. Greenhouse gas emissions
      5. Use of environmental declarations, EPD, or equivalent.
    3. Nonconformance system: There must be a system that alerts the client as quickly as possible if there are plans to use products on the construction site that contain substances with unwanted properties.
  3.  Relevant personnel have the necessary training in the system and routines

Information about the Requirement Specification: 

This is a new market so new service providers may enter the market. These can be contractors within building information modelling (BIM) that consider it an advantage to link material data on products to the properties of the elements in the models page. Talking to the market about this requirement may be sensible.
