Use of apprentices in service contracts

The main purpose is to contribute to a sufficient number of apprenticeships for students in vocational educations and a sufficient number of qualified workers with craft certificates in Norway.

In line with the Regulations on the obligation to impose requirements on the use of apprentices in public contracts, public contracting authorities are obliged to demand the use of apprentices in service contracts at an estimated value of at least NOK 1.3 million excluding VAT for state authorities and NOK 2.0 million excluding VAT for other public authorities and where the contract period exceeds 3 months.
The contract terms are relevant where the procurement is either classified as a service contract or where the service element constitutes the main element of the contract. There should also be a particular need for apprenticeships within the discipline. See more information on particular need for apprenticeships on Difi’s website.
An apprentice is an individual who has entered into an apprenticeship contract with an aim to take a qualifying examination or apprentices’ final examination in a discipline that has an apprenticeship period pursuant to regulations under the authority of the Education Act section 3-4. Apprenticeship candidates, candidates for experience-based trade certification or candidates for certificates of completed apprenticeship at work are on equal footing with apprentices pursuant to the Public Procurement Act section 7 and the regulations pertaining to impose requirements for apprentices in public contracts.
